MCCE Legislative Priorities in the 124th Legislature

MCCE's top priority this year is to advocate for full funding of the Clean Elections Fund to support all legislative and gubernatorial candidates who choose the use the system for their races in 2010.  Read MCCE's testimony on appropriations.

Other legislative proposals supported by MCCE this session include:

LD 607, "An Act To Amend the Maine Clean Elections Act as It Relates To Independent Expenditures," introduced by Sen. Debra Plowman (R-Hampden).  The bill extends the rebuttable presumption period for independent expenditures for general election races that include a Maine Clean Election Act candidate from 35 days before election day to from Labor Day to election day.  Read MCCE's testimony on the bill.

LD 584, "An Act To Amend the Maine Clean Elections Act to Equalize the Qualifying Period for All Candidates and To Increase the Number of Required Contributions for Candidates to the Legislature," introduced by Rep. Pamela Trinward (D-Waterville). The bill equalizes the qualifying period for unenrolled candidates and party candidates under the Maine Clean Election Act by requiring all participating candidates to qualify by April 15th of the election year. The bill also increases by 30% the number of qualifying contributions a Clean Election Act candidate for the State Senate or State House of Representatives must obtain.  Read MCCE's testimony on the bill.

LD 583, "An Act Relating to Political Action Committees," introduced by Rep. Pamela Trinward (D-Waterville).  The bill defines "candidate political action committee" (PAC), and place limits on contributions to candidate PACs during a 2-year election cycle.  The bill also prohibits for-profit corporations from contributing to candidate PACs.
