Maine Citizens for Clean Elections Board of Directors


Alison Smith, President (Portland)

Alison got involved in Clean Elections through the League of Women Voters.  She was one of 1,100 Mainers who volunteered to collect signatures in 1995 to put Clean Elections on the ballot.  Ever since then, she has worked on Clean Elections in either a volunteer or professional capacity.  

Jill Ward, Secretary (South Portland)

Jill is a non-profit consultant with clients in Maine and Washington, DC. From April 2008 to April 2009, she served as the part-time program director for MCCE. Jill returned to her home state of Maine in 2007 after working for more than 15 years in the public sector, including senior policy positions with Girl Scouts of the USA, the Coalition to Stop Gun Violence (CSGV) and the Children’s Defense Fund (CDF) in Washington, DC. She also worked in the U.S. Senate for Senators Paul S. Sarbanes (MD) and George J. Mitchell (ME). Jill is currently Vice President of the Board of Directors for the League of Women Voters of Maine and a member of the New England Juvenile Defender Center Advisory Council.

Ann Luther, Treasurer (Trenton)

Ann is currently the treasurer of the League of Women Voters of Maine. She became a League member in 1998, joined the state board representing League members Downeast in 2001, and was elected president from 2003 to 2007 and co-president from 2007 to 2009. Ann retired in 1998 from a career in the private sector.

Jesse Graham (Bar Harbor)

Jesse is Executive Director of the Maine People’s Alliance (MPA) and the Maine People’s Resource Center (MPRC).  He graduated from the University of Vermont in 1998 with a degree in Environmental Studies and English.  Jesse has worn many hats at MPA/MPRC since he was hired in 1999, serving as Field Director, Community Organizer, Associate Director and liaison to many coalitions, including MCCE and all environmental coalitions.

Pamela Cahill (Woolwich)

Pamela Cahill is a seasoned veteran in Maine legislative circles, having served in both the House of Representatives and the Senate, including as Republican floor leader in the Senate. In 2000, Pam was unanimously elected Assistant Secretary/Secretary of the Senate. She contributed to the success of a first-of-its-kind power sharing agreement among Republicans, Democrats, and the Independent in the Maine Senate during the 120th Maine Legislature. Pam currently works for Howe, Cahill & Company, a Maine-based firm that specializes in governmental relations, association management, and project development.

Nicola Wells (Lewiston)

Nicola is the State Director for the Maine League of Young Voters. Before coming to the League, Nicola served as a National Field Organizer for the Fair Immigration Reform Movement, a project of the Center for Community Change. Nicola has worked on the issue of immigrant rights since 2002 in Mexico, France and the United States, and she has developed innovative tools to empower grassroots organizers.


Phil Bailey (Hancock)

Phil has worked on political campaigns, fostered environmental change, fundraised for various causes, founded the first large "buy recycled" organization, and led a statewide effort to pass health insurance reform. He believes money in politics is a root cause of gridlock and stagnation on the national level and is proud of what Maine has achieved and of the non-partisan nature of Clean Elections. Phil also serves on the Board of Directors for Maine Initiatives.


Andrew Bossie, Executive Director (Portland)

Andrew joined MCCE as its first full-time Executive Director in July 2011. Prior to joining MCCE, Andrew served as the Executive Director of the Maine AIDS Alliance, an organization committed to HIV advocacy, technical assistance, and grant making for the Maine HIV/AIDS community.  He graduated from the University of Southern Maine in 2007 with a degree in Political Science; during this time he served as Student Body President and founding member of Opportunity Maine where he led a citizens initiative to make higher education more affordable.   Andrew is currently a member of the MaineShare Board of Directors.
